The coin was issued by Roger of Salerno, regent of Antioch for the young Bohemond II.  The "dragon" looks more like a snake, barely visible at the end of George's lance.

    Elizabeth Lapina, Warfare and the Miraculous, 66 writes that "The coin recalls the miracle of saintly intervention as teh founding moment of the principality of Antioch and also underscores the association of the Norman ruling dynasty with Saint George much as the Byzantine coins do."
