Apparently, this section is about a war between Parians and Thracians on Thasos. When the Parians killed a Thracian named Oesydres, they were besieged for a long time. After consulting Delphi, they paid a penalty to the Thracian tribe of the Bisalti to lift the siege.

Θρήϊξ, -ϊκος: (masc. adj.) Thracian, of Thrace (Ep. and Ion. for Θρᾷξ, Θρᾳκός)

Θάσος -ου, ἡ: Thasos, an island in the Aegean

               σι[. . . .]ως τὸ ἀρέσκον Βισάλταις [ἐ]πιτί-

"Because of the Thracian Oesydres' murder, much of Thasos"

     He says that when the Parians killed the Thracian

     Oesydres, they were besieged . . .

     the god ordered them to pay

     what the Bisalti wanted as a penalty. . .5
